  2. Friends I wanna to start preparation for mains... But how that I don't know. And I wanna to take account and commerce as optional subject but don't know much info about that so pls help me

Studying alone one might get really slow or feel low/demotivated sometimes(like I do) so those who are doing self-study (from anywhere in INDIA), can we have daily/weekly targets sort of thing? this way we won't slow down. We can have a group on Google or Facebook and decide what topics we will be covering daily/weekly. Those who are interested please let me know by commenting here. This would work best for beginners as I'm a beginner myself and will be going through the syllabus first time, whereas those who are preparing from a long time or so might have covered syllabus once and can do it quickly this time. But any advice from such seniors are welcome. OR those are doing it on their own can let me know what they are going to do this week and I can try to keep-up. I cannot organize or strategize properly and tend to be lazy. So this can be beneficial for people like me.

I have already answered your question. keeping a bill for latter time is known as pockt veto. according to Google withhold means "Refuse to give(something that is due to or is desired by another)".don't use your meaning.... constitution doesn't uses simple language and only SC has power to interprete what it actually mean ......
