ARTICLE 243W OF SCHEDULE XII :
- Urban planning , town planning.
- regulation of land use & constitution of buildings.
- planning for economic & social development .
- roads & bridges.
- water supply for domestic , industrial & commercial properties.
- public health , sanitation, conservancy & social waste management.
- fire services.
- urban forestry, protection of the environment & promotion of ecological aspects.
- safeguarding the interest of weaker sections of society, including the handicapped & mentally retarded.
- slum improvement & upgradation.
- urban poverty alleviation.
- provisions of urban amenities & facilities such as parks, gardens, play grounds.
- burial , burial grounds, cremetion, & electric cremations.
- promotion of cultural , educational & aesthetic aspects.
- cattle ponds, prevention of cruiality to animals.
- vital statistics including registration of births & deaths.

The heading of your post should be Schedule XII of Constitution of India (Art. 243W). Article doesnot have a schedule! nor does a schedule have an article!!

The correct position is that only the Constitution has Articles, which can also have a proviso. A proviso is the statement at the end of an article, which starts with, "Provided that ....." There is no section, or clauses in the contitution, but there can be a Preamble, and a schedule. The preamble, articles and the schedules are the parts of the constitutions. Schedules are in reference to some article. All articles are in reference to the Preamble, which is a general declaration that bares the objective behind enacting and adopting that constitution.
All other Acts of parliament have sections, and subsection, clauses, subclauses, proviso and schedules but not an article.
It may seem that I am finicky about words and terms. But when you deal with Consitution or any other legal provision you have be very particular.
I hope this will make the issue clear.
