Default Is it risky to avoid reading theories of international relations in prelims?

It consumes lot of time. not many questions are coming, can we skip it and focus more on political theory?

    hi,
pol.sci. is not my subject but consider this,
suppose in 2009,from political science optional 2000 people were selected from prelim to mains.
now from mains to interview only 200 of them got selected for interview. & @ final selection only 20 made it.
so what will most of the remaining 1980 people do? they'll prepare and appear in 2010's prelim again.
and since they'd have gone through those topics in detail for their mains exam+ there will be other candidates too who'll go through those topics.
so for prelims- you'll lag in the race if you skip topics (especially in optional subjects).
