shwetakag what you have heard is correct. the aim of conducting these two tests is to assess the candidate's capability of written communication skills. as a civil servant one is expected to write quite a lot.
but dot worry unnecessarily about the qualifying marks in these papers. if you haven't had problems in passing these two papers in your +2 and graduation, you wouldn't have any problems in clearing them in civil services exam as well. make it a point to go through previous years papers and you'll know why i'm saying this.
spend a couple of hours once in a while for the paper and you'll be through.
