This term often known as Executive legislation. It is also known as Subordinate legislation , because, the law making power is derived from parliament is not original one. If the DL is violative of parent document ie., constitution , then it is void. The committeee headed by Donoughmore gave the detailed account of meaning of DL. Need for DL 1. In order to reduce the over burden on the parliament in a welfare state in which the legilative business is enormous. 2. Only Specific ministry(executive) of a department can understand and proceed in a sesitive situation. Therefore, subjective or technical delagation is required. 3. For flexibly fecilitate to give hand of the constitution or parent law to the needy people. 4. To effectivly deal with the unforeseen contingencies.
