Nominated 0 Times in 0 Posts TOTW/F/M Award(s): 0 | The relevance of IAS cannot be obliterated away even though its may be a generalist service as compared to say IPS.The arguement can be over the globalised scenaro that India has entered into where the drive is more towards specialization.However in the indian context e.g district administration the requirement for a generalist administrator like the DC who must have a broad view over all issues concerned and the ability to coordinate essentially requires a generalist outlook rather than a functional expertise of an IPS.moreover in administration as one progresses progessionally management aspects predominate rather than functional expertise.hence, the need for services like IAS will remain india | ||

Nominated 0 Times in 0 Posts TOTW/F/M Award(s): 0 | A District collector/district magistrate need to be a multifaceted personality,because of the variety of issues he have deal with or lead with.In addition to maintaining law & order, he has to chair and convene more than 10 to 20 committies and task forces concerning with the developmental programmes in his district.Besides he has to take initiatives of his own, to improve areas of administration which sans the 'service acumen'.'Policing' is only a part of administration:drafting policies and formulating plans for a better order is equally or more important.This is why I feel IAS must remain. | ||

Specialist groups like Police Services, Medical Services, Logistics Services, Engineering Services look after various issues pertaining to a policy implemented and their out come. Generalist officers look after the effects it has on other departments working. So they become very important. | ||

If the IAS specialises in District administration then only IAS officers be posted as collectors. But in departments like health, education etc it is better if we have specialists. Better would be that let IAS also specialise in other fields like district admin and they can be restricted to that particular fields. Why should we treat district admin as a generalist job? It is also a specialised job. | ||

Nominated 0 Times in 0 Posts TOTW/F/M Award(s): 0 | Hai all members, First of all we have to know that the IAS officers are not only generalists but also they are specialists. 1.In a district administration a collector has many subordinates like tax officer, agri officers, medical offiecrs and ect., 2.these officers act as staffing functions that means giving suggetions and expert advise to the leading authority(a collector) 3.a district needs not only the expertised services, but also generalised service 4.why, because, all the specialists services need to be co-ordinated and well managed which can be done only by a great leader who knows all the feilds(ie.,generalist). 5.thats why the collector(an IAS officer) is selected to be a leader of all the specialists to co-ordinate and manage. then only the a proper and full service of the specialists go to the puplic. 6.an IAs officer is generalist ofcourse correct, he is specialist in generalisation which can not be done by specialists. 7.thats why we asked from various fields like science,history,technology,geo graphy, maths,economics in prelims and mains. thats why an IAS officer is called as "jack of all but master of nothing, and master of generalisation"
