Hai all members,
First of all we have to know that the IAS officers are not only generalists but also they are specialists.
//They know only.
Two Options will not help to solve the problems of the country.

1.In a district administration a collector has many subordinates like tax officer, agri officers, medical offiecrs and ect.,
2.these officers act as staffing functions that means giving suggetions and expert advise to the leading authority(a collector)
3.a district needs not only the expertised services, but also generalised service
/ Yes. though he is the boss of specialists. He is just co-ordinator of the officers. Because, for many departments, the respective Director in theri Directorates are the bosses but not the District Collector. He just implements the schemes from the Governments with the cooperation of various officials. Tries to be efficient. Most of the Collectors are efficneity, but need to answer irresponsile MLAs and MPs!

4.why, because, all the specialists services need to be co-ordinated and well managed which can be done only by a great leader who knows all the feilds(ie.,generalist).
5.thats why the collector(an IAS officer) is selected to be a leader of all the specialists to co-ordinate and manage. then only the a proper and full service of the specialists go to the puplic.
6.an IAs officer is generalist ofcourse correct, he is specialist in generalisation which can not be done by specialists.
7.thats why we asked from various fields like science,history,technology,geo graphy, maths,economics in prelims and mains.
thats why an IAS officer is called as "jack of all but master of nothing, and master of generalisation".

/The General Essay is the real test for his personality, not the optionals. I request the Civil Services Aspirants to identify this.
District Collector is a pretigeous post in the Republic.
I know a person who did M.Tech, went to US for job and worled in Intel for two years. He want to get Civil Services and came back to Hyderabad. Take Public Administratino and Mathematics as his optionals. He did it. Got IAS. But unable to tolerate the politicians, left the job and againt went to the US. All this happend in the span of for years!

Mr. Jaya Prakash Narayan, Lok Satta Convener, in andhra Pradesh, who got 7th Rank All India Level. Joined AP Cadre. Worked as Peoples' Friendly Collector...just like Sir Arthur Cotton of the British. Many a times, the people of the district in which he worked never allowed him to leave the HQ when he transfered, but got the irrelevant and punishment Posts when the governments changed at the State Capital. Finally, he decided to leave his Post and launched a movement for Transfer of Powers to Local Bodies, Transfer of More Financial Powers to the Local BOdies and Politics without corruption. He ignited a fire to finish the darnkess in the politics. May be, one day, he will get success.
A real IAS Officer worked for the People, not for the Parties or Promotions.
