What will happen to ARC After Election ?

as you know Administrative Reform Commission was setup under Chairmanship
of Veerappa Moily, in 2005, by President.
the last thing I know was that its term was extended till 31st May, 09. I'm not sure what happend to it after that?
let me know.

now my question is,
what'll happen to the Commission suppose say UPA doesn't come in power,
will it get dissolved?
ps : it was Constituted by President (but President has to act with aid and advice of Council of Minister?)
and will its recommendation be implemented?




My other querstion is, when will be the Next Pay Commission setup?
Who Constituted the Pay Commission ? PM/ FM/ President ?
