NSDC = NATIONAL SKILL DEVELOPMENT CORPORATION (PPP ENTERPRISE)the indian finance ministry pranab mukerjee launched national skill development corporation to reap in the 'population-dividend' that the large indian population presents to the nation at the juncture of time.
- the launch programme of the NSDC will see the release of 12 skill gap release concerning 12 industry sectors; launch of the NSDC website & invitations /call for proposals.
- the NSDC being headed by MS Subbaiyah is a unique public-private partnership enterprise, which has been mandated to skill 30% of the overall target of 500 million people by the year 2022.
- NSDC has been incorporated as a not-for-profit organisation under sec 25 of the companies act, 1956 by the ministry of finance.
- it has formed as 51:49 shareholding of private & government .
- besides ministry of finance, all prominent industry bodies have contributed to the initial capital of this venture.
- NSDC is one of its kind a PPP & if becomes successful as a model then a lot of other training programmes that entails upgrading of the skilled labors in the country will be based on this model.
NSDC - The Mission :
- assess skill deficits sector wise & region wise & meet the gap by planned action in a finite time frame.
- orchestrate public sector/private sector initiatives in a framework of collaborative action.
- realign & reposition existing public sector infrastructure ITI's, polytechnics & VET in school to get into PPP mode & to smoothen their transition &institutions managed & run by private enterprise / industry associations, give them functional & governance autonomy.
- establish a 'credible accreditation system' & a 'guidance framework' for all accrediting agencies, set up by various ministries & or by industry associations. get them to move progressively away from regulation to performance measurement & rating/ranking of industries . rate institutions on standardized outcomes, ex: percentage graduates placed pre & post course wage differentials, drop-out rates etc.
- encourage & support industry associations & other specialized bodies/councils & private enterprise to create their own sectoral skill development plans in 20 high growth sectors
- establish a 'national skill inventory' & 'national database for skill deficiency mapping' on a national web portal-for exchange of information between employers & employment seekers.
- establish a trainee placement & tracking system for effective evaluation & future policy planning.
- reposition 'employment exchanges as outreach points on employment' for storing & providing information on employment & skill development. enable employment exchanges to function as career counseling centres.
- enlarge the 50,000 skill development centers programme eventually into a 'virtual skill development. resource network' for web-based learning.
