· Express Parcel Post: Available in 266 centers ie, all the National Speed Post Centers. – provides door to door delivery and VPP upto Rs.50000/-
· Logistics Post: introduced in December 2004-05 – carrying consignments without maximum limitation – availability of some facilities such as pick up, delivery, track and trace.
· Media Post: Advertisement in Post cards, inland letter, Aerogramme, etc – Space sponsorship options on letter boxes.
· Retail post: Sale of application forms, Address verification thro postman , Collection of loan applications thro postal network.
· Direct Post : Introduced on 2nd June 2005 – to deal with un addressed mail to doorsteps of the target population (simply advertisements)- a new Direct post value addition service was introduced on 18th April 2006, ie, allowing advertisement mail with transaction mail ie telephone bills.
· E-Post : Launched on 30th January 2004 – send and receive messages and images through email. – Corporate e-post service was launched on 18th October 2005 it allows simultaneous sending of e post to a maximum of 9999 addresses.
· E Bill posts: Available in Kolkata and Bangalore only – payment of customer utility bills
· National Philately Museum is located at New Delhi
· No of Philatelic Bureaux in India: 68, No of Philatelic Counters : 881
· POSB (Post Office Savings Bank) : It operates the Small Savings Schemes of Govt. of India , Ministry of Finance on an agency basis.
· International Money Transfer Services: operated in association with a MNC “Western Union Financial Services International” – Customer can receive the remittance from 205 countries on real time basis- this facility is available in more than 8565 post offices – India Post received the award in the yr 2004 and 2005 for “highest Growth in transactions”
· iMO (Instant Money Order) : introduced in 20th January 2006. – limit: min Rs. 1000/- to max Rs.50000/- - customer can receive the money from anywhere in India within a minute by presenting a 16 digit iMO number and Photo ID proof (400 post offices in India has this facility)
· Retailing of mutual Funds and Bonds: No of post offices having this facility : 250 – In September 2004, entered into a tie up with UTI, the largest layer in the Mutual Fund Market. – other Tie Up s: SBI, PNB – Principal, ICICI Prudential, Franklin Templeton .
· Oriental Accidental Death insurance Cover to POSB account holders: Dept in a tie up with Oriental Insurance Company Ltd is providing this insurance for POSB / MIS/ SCSS account holders on request basis. - launched on 20th January 2006 – it provides accidental Death Insurance cover for one yr for Rs. One lakh at the low premium of Rs.15/- for the entire year.
· NREGA: enacted in September 2005 – Introduction of this scheme in 200 districts of 27 states on 2nd February 2006 starting with Andhra Pradesh –
· ECS Scheme: It is in operation at 15 centres where Reserve Bank of India manages clearing and 31 centers where State Bank of Indore is managing. DoP offers this Scheme in 15 centers of RBI in respect of Monthly Income Scheme.
· Dematerialization of NSC/ KVP: Launched on October 2003 as a pilot project – 10 post offices in Mumbai on 16th October 2003 – extended to 25 post offices on 12th February 2004.
· Postal Life Insurance: introduced in 1884 – 6 types – R (Rural)PLI was introduced on 24th March 1995 –

International tie up of railway Dept:
1. With M/s General Motors , USA – for transfer of technology for manufacture of 4000 HP, state-of the art AC-DC Microprocessor controlled, fuel efficient locomotives at Diesel Locomotive works (DLW), Varanasi.
2. With M/s ABB – for manufacture of 6000 HP, 3 phase electric locomotives at Chittaranjan Locomotive Works (CLW) .
Achievements of CLW & DLW (2007-08):
· DLW : 222 locomotives including export of 4 to Sudan, 3 to Angola railways and 20 to Non Railway Customers.
· CLW : 200 electric locomotives
Rail Coach Factory:
· Indian Railway has started manufacturing of LHB designed high-speed light weight coaches at Rail Coach Factory at Kapurthala.
· During 2007-08, RCF manufactured 1480 coaches including 46 coaches to Non Railway customers /exports.
· ICF, Perambur manufactured 1291 coaches including 40 coaches to Non Railway customers /exports.
· Rail Wheel Factory (RWF), Bangalore manufactured 147007 wheels, 52870 axles , 40509 wheel sets.
Research & Development:
· RDSO (Research, Design and Standards Organization) , Lucknow – R & D wing of Railway – functions as a consultant in technical matters – provides consultancy to other organizations in connection with Railway manufacture & design.
Railway Finance:
· Since 1924-25 , railway Finance remains separated from General revenues.
· Railways contribute to the general revenue a dividend on the capital invested. Quantum of capital is reviewed periodically by a Parliamentary Convention Committee.
ROAD TRANSPORT
· National Highways/ express high ways: 66590 km (occupies 40 % of traffic)

NHDP Phase III:
It involves 4 laning of 12109 km of NH having high density corridor connecting state capitals, important tourist places, economically important areas etc.

NHDP Phase V:
Six laning of 6500 km of existing 4 lane highways on Design Build Finance & Operate (DBFO) basis .
NHDP Phase VI:
SARDP – NE (Special Accelerated Road Development Programme for North East Region):
It ensure the connectivity of all district headquarters which are still not connected to the NH in the eight North Eastern States.
Projects undertaken by the Ministry under Public /private Partnership:
1.BOT (Toll) Scheme:
In a BOT Project, concessionaire (the private sector) is required to meet the upfront cost and the expenditure on annual maintenance. The concessionaire recovers the entire upfront cost along with the interest and a return on investment out of the future toll collection.
BOT (Toll) Scheme: As on April 2007, 79 projects have been taken up valued about Rs. 2249.0 crore with a length of about 3613 km on Build Operate Transfer (BOT) basis (Toll based projects). Out of this, 29 projects have been completed and 50 are under progress.
2.BOT (Annuity) Scheme:
In an Annuity Scheme, the concessionaire is required to meet the upfront cost (no grant is paid by the client) and the expenditure on annual maintenance. The concessionaire recovers the entire investment and a pre-determined cost of return, out of the annuities payable by the client. The tolling is done by the client.
BOT (Annuity) Scheme: As on April 2007, 24 projects valued about Rs.9205.61 crore with a length of about 1340 km have been taken on Annuity basis and out of this 8 projects have been completed.

Rural Roads:
· Rural road works are carried on by “Pradhan Mantri Gram Sadak Yojana (PMGSY)” – Objective : link all the villages with a population of more than 500 thro all weather roads by 2007. – implemented by Ministry of Rural Development.
· CRRI (Central Road Research Institute) at New Delhi - creation of complete range of independent testing facility.
BRO (Border Road Organization):
· Started in May 1960 with two projects ie Project Tusker (renamed as Project Vartak) in east and Project Beacon in the west.
Shipping:
· India ranks 20th amongst the countries with the largest cargo carrying fleet
Indian Fleet:
· Introduction of Tongusted for Shipping Industry from the year 2004-05
· With a view to promote coastal shipping and sailing vessel industry, the home trade vessels and sailing vessels have been exempted from the payment of lighthouse dues under the provision of the Lighthouse Act 1927.
· The present strength of aids to Navigation : 171 light houses, one light ship, one Loran C Chain Stations, 59 Racons, 21 Deep Sea lighted Buoys 01 wreck making and 22 installations under Differential Global Positioning System (DGPS).
· MV Sagardeep II & MV Pradeep : Ocean going vessels used for catering the needs of light stations in the islands.
· Coastal Vessel Traffic Service – a great scheme for providing efficient navigational server in the Gulf – operated in Gulf of Kachch from Jan 2002
· Aim of 11th five yr plan: 12 additional light houses, one national Automatic Identification System (AIS) network.

· Formed on 2nd October 1961- shifting from Private to Public Ltd on 18th September 1992 – conferred Mini Ratna Status on Feb 24th 2000 – Present share of our Govt: 80.12 %
· SCI ( MoU ) with Ministry of Shipping and has received “Excellent” rating consistently for 16 years upto the yr 2006-07.
· During the financial year 2008-2009 , the SCI (MoU) with Ministry of Shipping , Ministry of Road transport & Highways on 27th March 2008.
· SCI is a Pioneer in India with regard to :
a. STS operations for Crude, POL and dry Bulk Cargoes

Maritime Training Institute (MTI) , Powai – Mumbai:
A. Since June 1988, all the SCI – in house course are being conducted at the MIT
B. It is recognized as a branch of World Maritime University , Malmo (Swedon) for conducting International maritime Organization (IMO) seminars and Short Specialized courses in India for the countries of South east Asia & Pacific region .
C. Also recognized as an UNCTAD training center for Shipping and Management Courses.
D. Awarded the Golden Peacock award for excellence in Training.
Achievements of SCI:
a. MOU Excellence Certificate by Dept of Public Enterprises under the Ministry of Heavy Industry & Public Enterprises for the yr 2004-05, 2005-06 on 8th March 2007.
b. Winner of the best International Solution Award and the third annual HSBC global payments and cash Management partnership award which was posted in Bangalore on 5th November 2007.
c. Winner of “Shipowner/operator of the year 2007” at the Sea trade middle east and Indian Sub continental award 2007 held in Dubai in November 2007.

· A navigation channel from Gulf of Mannar to Bay of Bengal through Palk Bay – set up Special Purpose Vehicle (Sethusamudram Corporation Ltd).
Cochin Shipyard Limited: (CSL)
· Largest shipyard in the country
· Incorporated in the year 1972

Garden Research Ship builders & Engineers Ltd: (GRSE) , Kolkata
· Incorporated as a joint stock company in 1934 under the name M/s Garden Reach Workshop Limited (GRW)
· Govt of India Acquired this company on 1960 and renamed as Garden Research Ship builders & Engineers Ltd: (GRSE) on 01 January 1977.
· Builds and repairs warships and auxiliary vessels for Navy & Coastguard
· Mini ratna Status Category I was conferred on GRSE on September 5, 2006
GRSE’S significant achievements during FY 2006-07 have been:
(i) One Landing Ship Tank (Large), INS Shardul and two Fast Attack Craft, INS Batti Malv & INS Baratang, have been delivered to the Indian Navy.
(ii) GRSE bagged orders for 10 Nos. Waterjet FACs from Indian Navy and 2 Nos. each of 65 Pax & 100 Pax Boats from Andaman & Nicobar Islands Administration
(iii) The company has acquired Rajabagan Dockyard with effect from 01 July 2006 from Central Inland Water Transport Corporation Ltd. (A Company under Ministry of Surface Transport).

· HSL was set up in 1941 in private sector and took over by Govt in 1952. In 1962 it became a central public sector enterprises.

Protocol on Inland Water Transit & Trade:
· It exists between India & Bangladesh under which inland vessels of one country can transit through the specified route of other countries.
· Existing Protocols routes are:
a. Kolkata – Pandu – Kolkata
b. Kolkata – Karimkanj – Kolkata
c. Rajshahi – Dhulian – Rajshahi
d. Pandu – Karimkanj – Pandu
· For inter country trade , four protocol have been designated in each country. India: Haldia, Pandu, Kolkata & karimganj . Bangladesh: Narayanganj, Khulna, Mongla & Sirajganj
· National Inland Navigation Institute – Patna – first institute in India – wef Feb, 2004
