Hai all members,
First of all we have to know that the IAS officers are not only generalists but also they are specialists.
1.In a district administration a collector has many subordinates like tax officer, agri officers, medical offiecrs and ect.,
2.these officers act as staffing functions that means giving suggetions and expert advise to the leading authority(a collector)
3.a district needs not only the expertised services, but also generalised service
4.why, because, all the specialists services need to be co-ordinated and well managed which can be done only by a great leader who knows all the feilds(ie.,generalist).
5.thats why the collector(an IAS officer) is selected to be a leader of all the specialists to co-ordinate and manage. then only the a proper and full service of the specialists go to the puplic.
6.an IAs officer is generalist ofcourse correct, he is specialist in generalisation which can not be done by specialists.
7.thats why we asked from various fields like science,history,technology,geo graphy, maths,economics in prelims and mains.
thats why an IAS officer is called as "jack of all but master of nothing, and master of generalisation"
