I wanted to express my opinion about this issure at IO for a long time, i guess i ll do it today. Its my perception and inference that there might be change in the Union Public Service Commission mains syllabus in the near future (I might be wrong, but its my perception). Dr Venkatarami Reddy, former chairman of Andhra Pradesh Public Service Commission has been appointed the new member of Union Public Service Commission (I guess he has replaced Prof Balaguruswamy). Dr Reddy was responsible for bringing reforms to the APPSC mains exam. It was during his tenure that the optional subjects were replaced with compulsory papers. After being appointed the member Union Public Service Commission, Dr Reddy gave a statement to the press that he would push for reforms in the Union Public Service Commission, (what kind of reforms, I do not know), thus it is my inference that we might see reforms in the mains exam in the near future. However what disturbs me is the new mains syllabus of the APPSC mains exam, there is a paper on science and technology which has topics on areas like fermentation technology, biotechnology, tissue culture, botany etc. In order to study these topics some books have been prescribed by the APPSC on their website, these books are mainly related to subjects like botany, microbiology, biotechnology etc. I feel, an entire paper on these topics is unjustified, especially when the emphasis is on recruiting civil servants. Similarly Karnataka Public Service Commission is also going to release its new syllabus lets see what does it contain. However the rumour that Public Administration is going to be a compulsory subject seems to be a hogwash. I am saying this because the YK Alagh committee never reccomended a compulsory paper on public administration. The YK Alalgh committee recommended four papers: -
(1) English
(2) Social Systems and Economic Development
(3) Public Systems, Governance and Constitution
(4) Science and technology (its usefulness for the society and nation)
I guess any reform in the mains exam, will certainly keep the YK Alagh committee report in mind, because the syllabus along with the course content of the mains exam is already given in the report and a sample english paper prepared by CIEFL/EFLU has also been given in the report.
If people are tensed and jittery about any reform taking place in the mains exam, then they should go through the YK Alagh committee report. I guess you ll get a fair idea of what the future mains paper should be like.
